Shortly before my scheduled (October 6 2016) monthly meeting with the RDCO CAO I sent him the following request for information. I have to date received not a single answer to any of the questions I put forward. At the following Regular Board Meeting when I again requested the information through the Chair and the Board the answer from the CAO was that

The  services, functions and communities this information is relevant to are all administered and operated by the RDCO yet none of this information is available to myself or the other Board Members. Decisions regarding our future governance were made without any of the information I requested.

This is a copy of the information I requested to prepare myself and the Regional Board Members for the decisions they need to make on behalf of Central Okanagan West future interests.

Good Morning

I would like to request some general information for discussion at the next CAO/Directors meeting this Thursday October 6 2016 or any date prior (if more convenient) to the next Regional Board Meeting scheduled for Oct 13 2016. As there are financial aspects to the information and questions I’m looking for I would like Marilyn or someone knowledgeable on EA statistics from Finance to be present? As Director Bartyik has indicated to me he will be requesting similar information for EA East I have no issues with this being a joint meeting.

Also as North Westside is still looking for Board support in their quest for a Governance Study I have no problem with this information being disseminated to the full Board for their information. Some of the information I’m looking for is:

1. Tax Requisition, house count and Permanent Residents for Central Okanagan West broken down as:
   1. Total Requisition for Area
   2. North Westside Fire Protection District
   3. Wilson’s Landing Fire Protection District
   4. Trepanier Area
   5. Crystal Mountain
   6. Brent Road

2. 2016 Census Data for Electoral Area West?
3. EA West Water Systems (4)
   1. # of Connections per system
   2. Full build out capacity of each system
   3. 2015 annual revenue per system
   4. Assessed value of each system
4. EA West Fire Departments
   1. # of apparatus (breakdown by type and department)
   2. Average annual budget for each over the previous 5 years
   3. Assessed value of each department’s assets
5. Solid Waste customer’s #
   1. breakdown by area,
   2. curbside (Brent Road, Trepanier, Crystal Mtn.)
   3. transfer station customers ( Wilsons Landing /  North Westside)
6. Community Parks using the same geographic breakdown for EA West as 1.
   1. # of Parks
   2. Area of each park
7. EA Planning costs by the same geographic breakdown for EA West as 1.
8. EA West cost for CAO salary, benefits, pension, etc (including RDCO Policy that defines the allocation of these costs).
9. EA West cost for CFO salary, benefits, pension, etc (including RDCO Policy that defines the allocation of these costs).

As this information is critical to any decision on governance and there has been no effort to provide any answers I will be requesting the information through the Freedom of Information Act legislation at the Regional District level as that is where the information is. I will post all information obtained through the FOI request.

The same day I made the FOI request I was sent the 2016 Census Data for  – Central Okanagan J, Regional district electoral area  which is Federal Government speak for Central Okanagan West. As you can see this shows a much smaller growth rate than the surrounding municipalities.
