Governance Study Grant approved by Minister Fassbender

The Morning Star article that was posted February 24 refers to a letter from Minister Fassbender announcing the funding of the North Westside Governance Study. This step of the process will give the community the information they need to make a recommendation to the Minister on North Westside governance options.

Thornhill Diagnostic Inventory is a copy of the Study done to determine the future status of Thornhill, a residential community next to Terrace. Thornhill has turned down amalgamation with Terrace twice now and the residents seem to be leaning toward incorporation. As with or own governance issues cost has to be the number one question that needs  addressing.

Community Profiles

  • Description of communities
  • Population estimates
  • Community demographics and settlement patterns
  • Lot sizes, zoning and existing infrastructure
  • Emerging issues and pressures related to service delivery

Service Delivery

  • What services are received and by whom
  • Who provides those services
  • What is the cost for those services
  • What is the method of cost recovery for those services, including tax rates
  • Is responsibility for any services shared – if so, how are they shared

Governance and Service Planning

  • How are decisions made for service delivery– single provider and shared
  • What is the level of cooperation/collaboration amongst shared service providers
  • How often is service delivery evaluated for effectiveness and by whom
  • Who participates in strategic/business planning and how does it contribute to overall service delivery
